Sérgio Costa

Project Leader

Sérgio Costa is graduated in Civil Engineering and obtained a Master’s Degree in Hydraulic and Water Resources, both from the Instituto Superior Técnico (IST) – Technical University of Lisbon. Additionally, He comprises the following relevant expertise:

  • Computational Hydraulics and Hydrology Course. Instituto Superior Técnico
  • Training course on Managing Systems - Quality Assessment. CEQUAL

He holds a specialization on Hydraulic and Water Resources from the Portuguese Engineering Society (Ordem do Engenheiros).

As a member of Portuguese Water Resources Association (APRH), was part of the Hydropower Specialized Committee between 1999 and 2008, wherein was Chairman from 2002 to 2008.

On the Portuguese National Water Council, he had important technical and management functions between 1995 and 2000, integrating the Assessment Team V for the construction project of the “Constância Weir, near the Zêzere and Tejo rivers confluence” (2000).

Sérgio Costa has a significant experience in project leadership, ensuring the management and organization of several company developed activities. He is Shareholder and Manager of the AQUALOGUS, Engenharia e Ambiente Lda. company since 1996, ensuring the coordination of the Commercial and the Organization, Quality, Environmental and Safety departments. He holds 24 years experience as design engineer in several projects, technical assistance, safety analysis, namely on fluvial hydraulic subject.

Additionally, Sérgio Costa has a notable relation to academic features, participating in several articles and publications. He was Assistant Professor of Hydraulic disciplines from Project Engineering and Construction Management course, in Universidade Moderna in Lisbon, from 1999 to 2002.

Francisco Freire de Carvalho

Project Manager

Graduate in Civil Engineering from the Instituto Superior Técnico (IST) – Technical University of Lisbon, Lisbon, 2000, Francisco Freire de Carvalho holds a Master in Business Administration (MBA) from the Economics Faculty of Universidade Nova de Lisboa, Lisbon (2004).

Additionally, he has relevant expertise in the Renewable Energy field, confirmed by the conclusion of the Program in Renewable Energy Management – Executive Education from the Economics Faculty of the Portuguese Catholic University, Lisbon, 2009.

He is an Expert in Hydraulics and Water Resources from the Portuguese Engineering Society (Ordem do Engenheiros).

He has worked as consultant engineer and has been Project Manager in several hydraulics and water resources related studies and projects, mostly supporting the analysis and design in water supply, hydraulic infrastructure and hydropower projects.

It is worth noting in his previous experience the participation in river drainage and flood risk analysis projects in varied contexts, namely in urban (Malanje in Angola; Bero, Curoca and Giraúl rivers in the Namibe, Angola; Galaxy Park; the city of Cascais, Portugal), transportation (north railway drainage on the Entroncamento – Albergaria sector and flood protection of the foreseen Santarém station) and in mining (Evate mine complex, in Mozambique). He has performed several studies in the Hydrology domain, in particular in flood analysis for dams and other hydraulic structures, as well as flood forecasting models.

Lurdes Pimenta

General support to the development of the project

Regarding to relevant academic degrees, Lurdes Pimenta holds following ones:

  • PhD in Civil Engineering from the Instituto Superior Técnico (IST) – Technical University of Lisbon, Portugal, with the thesis “Risk Approaches in Embankment Dams", 2009
  • Master of Science in Soil Mechanics from FCT/ New University of Lisbon, Portugal, with the thesis "Seismic Analysis of Gravity Retaining Walls", 1992
  • Degree in Civil Engineering from the Instituto Superior Técnico (IST) – Technical University of Lisbon, Portugal, 1988

Lurdes Pimenta is Senior Member and Expert in Geotechnics by the Portuguese Engineers Association (Ordem dos Engenheiros). Additionally, she is Member of the Portuguese National Commission on Large Dams (PNCOLD), of the Working Group on Risk Analysis of the PNCOLD. and Member of the International Technical Committee TC210 – Dams, of the International Society of Soil Mechanics and Geotechnical Engineering (ISSMGE). She was General Secretary of the Geotechnical Portuguese Society (four-year period: 2008-2012) and Professor at FE – Portuguese Catholic University, on Soil Mechanics and Foundations I and II, between 2007 and 2013.

Lurdes Pimenta has developed several Projects and Research Works in the Risk Management domain. She was responsible for the activities of Risks Management during the construction of the Alto Ceira Dam. She developed and adapted methodologies of Risk Management for dams and geotechnical works; she proposed criteria for risk evaluation for Portuguese dams (concerning both semi quantitative and quantitative analysis) and developed several practical applications of civil works risk analysis. Among others, the following worth note: risk analysis of the Odelouca cofferdam by Event Tree Analysis (ETA) and Fault tree analysis (FTA), risk analysis for the Monte da Rocha Dam using the HAZOP and FMECA methods and risk analysis of the Iraí Dam by Risks Records methodology.

Pedro Marques

General support to the development of the project

Pedro Marques is graduated in Civil Engineering (Hydraulic and Water Resources branch), from the Instituto Superior Técnico (IST) – Technical University of Lisbon, Portugal. He has 18 years experience dedicated to project management and leadership in the domain of the hydraulic structures.

Regarding to flood analysis and flood protection measures, he was the Project coordinator of the Caxito city (Angola) and river Daka (Ghana) flood protection projects. In the river regularization domain he has coordinate the Povos river project (Portugal) and the project regarding the regularization of the rivers and streams located in the Dar Khrofa hydro-agricultural scheme (25 000 ha), in Morocco.

Concerning to the ecohydraulic subject, Pedro Marques was the Project Leader of the interventions made in the small dam of Paço, at the Marateca River, defined for reestablish both hydraulic and ecological connectivity. During the development of this project, he coordinated all the activities from the design phase until the work supervision. Presently, he leads the project for the implementation of nature-like fishways in six weirs located at river Mondego, Portugal.

Ricardo Sardinha

Ricardo Sardinha holds the following academic background:

  • Post Graduation in Project Management – Católica - Lisbon School of Business and Economics (2011)
  • Post-Graduation in Geotechnics for Civil Engineering - FCT/ Nova University of Lisbon, Portugal (2006);
  • Degree in Civil Engineering from the Instituto Superior Técnico (IST), Technical University of Lisbon, Portugal (2003)

Ricardo Sardinha is a Senior Member of the Portuguese Engineers Association (Ordem dos Engenheiros) and holds 10 years experience dedicated to Studies, Projects and Technical Assistances of Geotechnical Works, namely, dams, foundations, retaining structures, underground structures as well as road and railway embankments.

Throughout his professional career, he participated in multiple projects of the following domains: hydropower schemes, irrigation schemes, roads, railways and mining industry. In some of these projects has participated as Project Manager.

Regarding river rehabilitation and sedimentation control domains, has recently participated on the following projects:

-   Split type Sabodam for Passarremos River;

-   Regulation works of the downstream section of Madalena do Mar River, Madeira, Portugal;

-   Rehabilitation and regulation of São João River, Madeira, Portugal.

Mónica Piedade

General support to the development of the project

Mónica Piedade is graduated in Civil Engineering and obtained a Master’s Degree in Hydraulic and Water Resources, both from the Faculty of Sciences and Technology University of Coimbra, Portugal. The Master’s Degree was granted after performing a Master’s Thesis with the following subject: “Management optimization of multipurpose coupled hydro schemes - application to the Mondego river basin”, which focused on the development of a GAMS Optimization Model for exploitation of multipurpose hydro schemes.

She is design engineering in AQUALOGUS and has participated in several hydraulic structures projects, namely in the hydropower and hydro-agriculture domains. It is worth noting her participation on the development of hydrologic and hydraulic studies on: floods analysis and control; hydrodynamic erosion processes around structures and fluvial rehabilitation. Among the collaboration on several projects, it also should be highlighted her participation on the Flood Analysis of Sintra Municipality, which comprises the identification of the risk areas, proposing intervention measures in order to improve flood control and mitigation; hydrodynamic erosion study as part of the rehabilitation project of the piers and foundations of the Pinhão Bridge, over Douro river; and the Marianas river rehabilitation project, near Cascais Municipal Aerodrome.

Miguel Silva

General support to the development of the project

Miguel Rocha Silva holds a Master Degree in Civil Engineering from the Instituto Superior Técnico (IST) – Technical University of Lisbon, in 2013, with specialization on Hydraulics and Water Resources.

He has computational fluid dynamics (CFD) expertise, mostly on flows along spillways, acquired during master thesis development, which had the following subject: “3D numerical modeling of flow along spillways with free surface flow. Complementary spillway of Salamonde Dam.”

Additionally, he has some research experience obtained as scholarship student in Instituto Superior Técnico (IST), and confirmed by the participation in the following research projects:

  • Physical modeling of flows in fish passages by successive basins. IST, 2012
  • Behavior and vulnerability in hydraulic systems in operations of filling and pressurization. Methodologies for risk mitigation. IST, 2010

Alexandra Rosa

General support to the development of the project

Holds a Master Degree in Civil Engineering by Instituto Superior Técnico (IST), from the Technical University of Lisbon, Portugal (2011) – Structures Profile. Besides her final thesis entitled “Constructive Methods in Concrete Tall Buildings”, she has also been a research fellowship holder concerning the study of “High-Performance Recycled Aggregates Concrete for the Pre-fabrication Industry” (2012-2013).

Attended to the Course “Small Dams: Design, Construction and Exploitation” at the National Civil Engineering Laboratory (LNEC) (FUNDEC, 2014).

Member of the Portuguese Engineers Association (Ordem dos Engenheiros), as well as a member of the Geotechnical Portuguese Society (SPG).

At the present, she has been working as a Civil Engineer in the department of Geotechnics in AQUALOGUS, participating in several geotechnical and hydraulic projects in Portugal and Senegal. It is worth mentioning the Complementary Spillway of Caniçada Dam, in Portugal, and the High Delta Pipelines Rehabilitation and Construction Works, in Senegal.

Regarding river rehabilitation and sedimentation control domains, she has participated on the following projects:

  • Split type Sabodam for Passarremos River;
  • Rehabilitation and regulation of São João River, Madeira, Portugal.

The STOPDEBRIS Project will be performed by AQUALOGUS – Engenharia e Ambiente, Lda., in partnership with the Centre for Hydrosystems Research (CEHIDRO), that is a unit from Instituto Superior Técnico (IST) – Technical University of Lisbon.

AQUALOGUS is a company with a technical and scientific profile, wherein several human resources present a relevant bond with the research community (mostly through universities, scientific and technological institutions, among others). This research community-engagement is usually addressed to industrial and enterprise market needs through the implementation of the internal developed models and studies.
